Chicherin participated in socialist politics during his European exile and opposed the First World War. Returning to Russia in 1918, he joined the Bolsheviks and became foreign commissar. He helped negotiate the Soviet government’s international relations, including its participation at Genoa and the Rapallo agreement with Germany in 1922. His co-signed appeal reprinted in L’Ordine Nuovo addresses foreign soldiers as potential allies against intervention.

Other Notes
Holding office in the Council of People’s Commissars does not itself establish an elected workplace-council mandate. The printed Cicerin is retained on the article card while the author page uses a standardized English transliteration.
