- Bio
- Glebov-Avilov worked in printing and joined the Bolshevik movement before the 1905 revolution. After repeated imprisonment and exile, he became active in Petrograd’s party and trade-union organizations in 1917. He briefly served as the first Soviet commissar for posts and telegraphs, then worked in labor administration and the central trade-union organization. His contribution reproduced here treats the changing relation between unions, factory councils and political power. In the 1920 s he held leading trade-union responsibilities and supported the Leningrad opposition.

- Other Notes
- The commissar title printed in I.27 identifies a 1917 office, not a current November 1919 position. Sources differ on calendar conventions and some older accounts give conflicting death dates; the 1993 biographical dictionary excerpt gives 13 March 1937. No factory council mandate established. Arrested in 1936 and executed in 1937; later rehabilitated.
